These files document Governor Edwin P. Morrow's use of the governor's power and privilege to reject petitions to pardon convicts. Most petitions are accompanied by envelope which lists the petitioner's name, county and offense, and frequently the date of executive action. Attached to some petitions are copies of indictments, other court records, and related correspondence.
